Saifai is former Uttar Pradesh Chief Minister Mulayam Singh's home town and the mahotsav is their annual extravaganza to promote arts and culture.
The event drew a lot of flak as this comes at a time when many refugee families are suffering at the Muzaffarnagar relief camps.
